Attached for DCI signature is a response to the Vice Presidentts
memo" of 7 January which sets forth Dr. Bernard Taurer's observations
on the Soviet leadership.
Study of the Vice Presidentts memo and the proposed response were
undertaken by I Iwho is in charge of the OCI component charged
with analysis of Soviet affairs. The DD/I has seen and approves the proposed

attached book by Nicolaevsky. An introduction by George Kennan in particular
