MEMORANDUM FOR: The Director of Cent-1-al Intelligence
SUBJECT: Meeting of the President's iForeign Intelligence
Advisory Board, November. 22-23, 1965
The next scheduled meeting (if the President's Board,
November 22 and 23, 1965, will be concerned primarily with
the U. S. intelligence and covert act:.on efforts which are
directed against Nor:h Vietnam, and the Viet 25X1
Cong. The Board wi ,e particularly concerned with the
relationship of these efforts to the prosecution of the war
in Vietnam.
During its two-day meeting `:he Board expects to
prepare a report and recommendations `:o the President, based
on the on-the-scene review which I renently completed on
behalf of the Board with respect to U... S. intelligence and
related activities being conducted in or from South Vietnam
and other countries in Southeast Asia..
Prior to the submission of report to the President,
I feel it is essential that the full hoard have the benefit of
the views and comments of military and civilian intelligence
chiefs in Washington having responsib`_lities with respect to
the activities which were the subject of our field review.
Accordingly, on behalf of ti_e Board I am pleased
to extend to you this invitation to motet with us during our
meeting of November 22 and 23. The Board will particularly
appreciate:
(1) your assessment of the U. S. intelligence and
related activities which are being, conducted against
Communist China, North Vietnam a~ ,.d the Viet Cong including
their relationship to the U. S. r:ilitary effort in Vietnam;
(2) your identification of major intelligence-related
problems which affect a) the successful prosecution of the
war in Vietnam and b) the satis'a.ction of longer-term
national intelligence requiremen:s involving Chicom-Southeast
Asia problems; and
(3) your comments and reco::mendations on ways and

of clandestine agent collection, covert action operations,
satellite and aircraft reconnaissance, counterintelligence,
communications security, and signals intelligence collection
and analysis.
It would be very much appreciated if you would set
aside the period from 9:15 to 10:45 A.M. on November 23, 1965
to meet with the Board for a discussic:n of the subject matters
