Dear Pat:
Attached is a copy of the section of the National Intelligence
Survey covering the intelligence and Security Services of the USSR,
prepared by appropriate elements of the Clandestine Services.
The last survey on this topic was done in 1961.
This Survey presents in summary foum the totality of the
U. S. Government's current knowledge of the Soviet Services. It
forms the basis for our evaluation of the Soviet intelligence threat,
as well as for the planning and conduct of our own efforts to
counter this threat. The present Survey differs from earlier
versions in important respects. First, it is based upon more com-
plete information from t .Also, it
concentrates not just on irgan za on and unctions, but on Soviet
objectives and how these objectives are being implemented. It
endeavors to see the intelligence and security problems from the
Soviet point of view, quoting or paraphrasing Soviet documents when-
ever these are available, and discussing in greater detail those
foreign intelligence programs on which the Soviets are placing
heaviest emphasis at the present ti-me.
The authors have tried to make this a readable study, not just
a reference work. You may wish to show this copy to members of
the Board.
