In connection with the discussion that we had about what to
practicaal or desirable for the Board to do to refute public criticism
of the Agency, and particularly the charge that the intelligence
activities of the Govern sut are not subject to adequate supervision
by the President, you suggested that it might be helpful to get
Gordon Gray's views. This would be, I think, very helpful indeed.
