Intelligence Advisory Board Recommendations
1. Pat Co agreed to downgrade the PFLAB recommends

described 'below in order to permit easier handling.
a. The memorandum of January 4th can be classified
TOP SECRET LIMITED DISTRIBUTION after delettos of the
last paragraph on page 1.

a. I pointed out that with the exceptIon of Recommendation #9
(which has now been withdrawn but would have required a TS classifica-
tion), all the recommendations from #1 through #11. and also #16. do
not by their content require more than SECRET on an individual basis.
/ conceded that when packaged together they could well be considered
TOP SECRET. Coyne agreed but said that be had had an earlier
request from DOD along the lines of ours and that he had told them that
be would go along with the TS category as indicated above. Since I had
