Your letters to Congressman Wayne L. Hays and Chairman
Thomas E. Morgan, House Foreign Affairs Committee, were most
timely as they arrived just as Mr. Hays' subcommittee was starting
executive sessions with the Department of State on the Foreign
Service Act Amendments. Mr. Hays expressed great appreciation
for your support and directed the staff to see that your letters were
incorporated in the committee report.
We had seen Mr. Hays just before your letters arrived to
discs with him making the provision for administrative leave,
for those employees injured in a hazardous situation, retroactive
from the beginning of 1965 to assure that the considerable number
of cases which occurred during the last six months would be
covered. He was in complete agreement and proposed this amend-
ment himself when the subcommittee met, so we are optimistic
that it will go through.
We have been in close touch with Bill Crockett, and he also
very much appreciates your support; I am sure the letter to Senator
Fulbright will be helpful when action comes up in that committee.
