Approved For Release 2002/08/21 ~: CIA-RDP80B01676R000500 8 April 1966 In connection with the obvious surprise of the Senate Subcommittee members at the figures given them on the number of people involved in the cryptographic effort, you asked if he could find out how the NSA budget hearings were conducted. Apparently what has happened in the past is that I has gone up and given the Appropriation Committee an over-all briefing on DIA, NSA, and a couple of other specialized agencies. Then, each of these is given two hours to make a presentation in Executive Session. No report is published, either in the House or the Senate, and in the Senate usually no transcript is taken. It is not quite clEar but we believe the NSA briefing is devoted primarily to NSA as an agency and, therefore, appears not to cover the additional support given by the three services.
