1. In the context of a conversation with General
arroll about research generally. I raised the problem of the

attitude, however, General Carroll has asked General Quinn
to raise the question of coordination of R&D and technical
support requirements with you.
. General Carroll thought that the subject should
be extended to include the problem of Air Force activities In
the research field which brought to your
attention. He agrees that the whole question of technical
support requirements should be rationalized and indicated
that PLA is willing to rely on CIA as the source of support
in this field. General Carroll indicated that the technical
contracts may very easily have been initiated by some totally
uncoordinated element of the Air Force, such as SAG. In any
event, he would be glad to go into it.

After reading your 13 December memorandum concerning
DIA contracts in field of interest to TSD, DDCI said that we should
get Fitch into the act on a continuing basis as he will be relieving
General Quinn on 6 January. DDCI will discuss this matter with
Fitch at lunch sometime soon.
