Approved For Release 2006/12/19: CIA-RDP80BO1676R000700040006-7 13 March 1964 1'LEMO}.ANDUM FOR: Director of Central Intelligence SUBJECT: The President's Foreign Intelligence Advisory Board (PFIAB) Recommen- dations with Respect to SIGINT t(EFERENCE: Memorandum to SecDeef and Chairman, USIB, from McGeorge Bundy, 7 February 1964, subject: The National Signals Intelligence Program 1. This memorandum is for the information of the Director of Central Intelligence. The annexed memorandum has been prepared for your signature by way of comment on the recommendations of the PFIAB concerning MIGINT. There were five recommendations in all. You, in your capacity as Chairman. USIB, were asked to submit comments with the Secretary of Defense on recommen- dations one and four. These recommendations are in substance: a. that steps be taken to introduce effective evaluation techniques into the SIGINT community, and 3. Dr. Fubini asked me to meet him in the Pentagon at 6:00 Tuesday, 10 March to approve a proposed joint comment (Tab B) to McGeorge Bundy to be submitted, presumably over the signature of the Secretary of Defense. 5. General Blake, who was also present at the rseeting, and I both objected to the draft on the grounds that it was too long, involved and in certain respects confusing and obscure. I also objected on procedural grounds, indicating that you would want to comment separately and as DCI. 7. Dr. Fubini tried to get an extension of the deadli e for submission, which is 15 March 1964. This was refused by Mr. Coyne on the grounds that the President's Board meets on the 2nd of April and must have the report by 15 March. As I understand it, a modified form of the Fubini memorandum will be submitted to Cy Vance for signature on Saturday. I have advised Fubini' a office that we would probably comment directly to the President's Board with copies to appropriate elements of DoD. 8.
