SUBJECT : Review of Holders of Special
Clearances
1. It is evident that there is a continuing increase in the
number of Agency personnel, consultants and personal service
contractors who are being granted access to our sensitive
compartmented information. It is highly desirable that access to
compartmented information be maintained at the minimum level
of operating efficiency.
2. While intermittent reviews may be conducted within
your offices, I consider it desirable that we now engage in a
consolidated review of all individuals having access to such
information to determine whether such access is justified. To
put this on a systematic basis, arrangements should be made to
repeat this review semi-annually in April and October of each
year.
3. The Office of Security will assist your control
officers by providing lists of all individuals under your
jurisdiction for review purposes. For those individuals for
whom you determine access is no longer justified, please notify
the Compartmented Information Branch, Office of Security,
Group I

Room 3 E 47 and the individual will be debriefed., his name will
be removed from Agency central records of cleared personnel
and he will no longer be certified as an approved recipient of
the specified categories of compartmented information to
either CIA components or other Government departments and
agencies.
