Dear Allen:
As you know, plans call for the AEC to occupy its new building near
Germantown in November, 1957. Among other items, a separate Special
Intelligence communications area is planned for the Germantown building
to facilitate cooperative intelligence endeavors. This area will be
in the AEC Emergency Relocation Center (ERC) which is in the Germantown
building and thus available for use under both normal and national
emergency conditions. As discussed by members of our respective staffs,
a mutual requirement will exist when the AEC Headquarters moves to the
Germantown area for adequate electrical communications means between
the Division of Intelligence, AEC, and the Central Intelligence Agency.
Specifically, facilities are required between the AEC Division of
Intelligence and various components of the Central Intelligence Agency
as follows:
a. With the Office of Scientific Intelligence. For messages
classified Top Secret, Restricted Data and Special Intelligence, to
enable timely cooperation in various activities of the Joint Atomic
Energy Intelligence Committee.
b. With the Office of Current Intelligence. For messages classified
Top Secret, Special Intelligence to expedite coordination in the
emergency activities of the Watch Committee and other emergency
activities of the Intelligence Advisory Committee.
c. With the Office of Foreign Intelligence. For messages classified
Top Secret to enable cooperation on urgent matters relating to the
Interagency Clandestine Collection Priorities Committee, Interagency
Defector Committee and the Interagency Evacuation Committee.
During a time of national emergency rapid and secure communications
between our respective ERC headquarters will be essential.
Therefore, your assistance and cooperation is requested in installation
of:
a. A direct crypto-teletype circuit between AEC Headquarters
Germantown and CIA Headquarters Washington.

b. A direct crypto-teletype circuit between AEC Headquarters
Germantown and CIA ERC Headquarters.
In addition, it is considered that when the AEC moves to the Germantown
area a need will exist for rapid and secure communications between
the AEC Headquarters and the National Indications Center, Pentagon, to
assure timely and adequate communication in the event of a Watch
Committee emergency situation. Thus it would be appreciated if
arrangements could be made for connecting the National Indications
Center, Pentagon, to the AEC Headquarters Germantown through the
existing tie-line between CIA Office of Current Intelligence and the
National Indications Center.
If you concur in this request, it would be appreciated if you would
designate appropriate personnel in your communications sections with
whom Mr. James D. McPherson and Mr. Arthur Williams of AEC Communications
Section, along with Dr. C.H. Reichardt of AEC Division of Intelligence,
may work out the necessary details.
