!'his Agency has reviewed the Report of the emission
on Government Security and studied carefully the findings and
recommendations of the Commission. By letter dated 22 July
1957, the President requested that appropriate written comments
be forwaraed to you.
it is Our understanding of the Report that it was the intent
Fission to exempt this Agency as well as the National
Agency from the proposed Federal Civilian Loyalty OGC
in view of the unique funettona and responsibilities
placed on these two agencies. I concur in We recommendation
of the C4mmissian that this Agency be exerted from the Proar
