Thank you for your letter of February fifth pointing out
that CIA has certain views about the Congo which would
have been presented last week if our intended processes
of coordination had been a little more successfully carried
out. I think the President is well aware of the circum-
stances of this particular case, and I know that he intends
to be sure that the views of the Agency are fully presented,
both in task force discussions, and wherever it is necessary
to the President himself, in the future. In the circum-
stances, I doubt if it would be useful to circulate a correc-
tion to the Record of Action, but I have asked Mr. Lay to
include your letter and this, answer in our files so that the
point will be quite plain in the event that some question should
arise about this particular set of discussions in the future.

The record of action of the NSC Meeting of
February I. 1961 states that a recently adopted course of
action dealing with Congo problems had been coordinated
with the CIA. As I mentioned to you by telephone, as
soon as I saw this record of action, I believe the above
statement is based upon a misunderstanding since the
course of action referred to was not so coordinated.
Policy recommendations are not the functions
of this Agency; however, if the coordination process had
been carried out in this particular instance, the Agency
would have submitted intelligence considerations which
might have suggested certain changes in, or additions to,
the actions proposed.

NSC Action No. 2397. Significant World Developments Affecting
U. S. Security
STAT
b. The Secretary of the Treasury stated that the Departments
of State and Treasury were agreed that it would be desirable to make
an early offer to the new President of Brazil of a $100 million Export-
Import Bank loan. Mr. Dillon was hopeful that the Bank would agree to
take this step.
c. The Council discussed a possible change in U. S. policy
relating to the bunkering of Free World ships under Communist Chinese
charter, provided such ships were carrying only food and paid cash.
The President requested that the Secretary of State study this question
further, particularly whether any such change in policy could be at the
request of the Canadian Government.
d. The Secretary of State outlined a new proposed policy on
the Congo which was being submitted to the President today after
coordination with the Department of Defense and the Central Intelligence
Agency. The President subsequently reviewed and approved the State
Department's proposal.
