MEMORANDUM FOR: Chairman, United States Intelligence Board
Subject: NIE 11-8-61
1. The Secretary of Defense has expressed extreme interest
in the possibilities of re-examination of all evidence on Soviet
missile strength to assure the narrowest possible range of
estimates consistent with a reasonable interpretation of
available data. His interest, of course, is concerned primarily
with the Soviet ICBM estimate.
2. Preliminary work has already started on NIE 11-8-61
"Soviet Capabilities for Long-Range Attack," currently scheduled
by USIB for completion in April 1961. It is considered that
this is the best vehicle to resolve this question of narrowing
the ICBM differences in the estimates.
3. However, it is understood that some slippages have
already occurred in the development of this estimate. In view
of the direct interest of the Secretary of Defense in a rework
of the Soviet missile estimate it is requested that all USIB
members make every effort to meet the scheduled completion date
of NIE 11-8-61 and give special priority to the ICBM aspects.
