Dear General Hull:
I am transmitting herewith the Report of the Joint
Study Group on the Foreign Intelligence Activities of the
United States Government submitted to me on December .11 S.
You will recall that in accordance with the Tars
of Reference (quoted in the Report) the Group was to present
its report to me by December 15. 1960. for consideration by
the Principals and that action on the report remains the
individual responsibility of the Principals. The Terms of
Reference further provide that the President's Board of
Consultants on Foreign Intelligence Activities will review
the report. I am transmitting the report to you for this
purpose.
I have suggested an early meeting of the Principa
to review the report. E at all possible we will make our
views known to you prior to Your meeting on January 4, 1961.
