Copy of memorandum from Special Assistant
to the President to the Secretaries of State
and Defense, dated 10 November 1960,
subject as above
1. Action with respect to the reference rests at this time with
the State-Defense Military Information Control Committee which has
been drafting the statement of policy directed by NSC Action No. 2125-
b . , namely:
"b.
Requested the Departments of State and Defense,
consulting as appropriate with other agencies,
including the Atomic Energy Commission and the
Central Intelligence Agency, to prepare a single,
up-to-date, comprehensive, self-contained state-
ment of policy on the release of classified military
information to foreign governments and international
organizations, as recommended by the NSC Repre-
sentative on Internal Security; and further requested
that such policy statement be transmitted to the
National Security Council for its information."
2. Subsequent action by CIA will be necessary when the draft
policy statement is officially referred to the DCI for comments or con-
currence.
