The Secretary of State has requested that I reply to your
memorandum of April 18, 1960, regarding the provision for access
by qualified researchers to microfilms of the captured records
of the German Foreign Ministry. You state that, after consider-
ing this matter, you have concluded that the document controls
of the National Archives would be adequate for the protection of
the counterintelligence data contained in the documents. You
reserve the right, however, "to consult directly with the Natioml
Archives, should it become necessary in the future in order to
afford greater protection to frames containing material of currant
operational significance."
I should like to express to you my appreciation for the
decision you have reached. I believe it is a good decision, and
I feel confident that the consequences will be satisfactory to
our respective Agencies as well as to the researchers who will
be using the records of the German Foreign Ministry in the
National Archives.
