Our Department is busy on its contribution to the new
policy paper on the Sudan which has been initiated by the
National Security Council, and we feel that a fairly quick
NIE would be in high degree useful.
The last community effort on the Sudan was the SNIE
of January 6, 1959, which was rather slight. Before that,
there was an NIE in the summer of 1957. The changing situation
in Africa, and the effect it may have on the position of the Sudan,
suggest that an inter-agency review of the problem would be
profitable.
Our staffs have discussed this proposal informally,
and seem to think that we could aim at a mid-August deadline.
I hope you will approve the project.
