MEMORANDUM FUR: Director of Central Intelligence
1. This memorandum suggests action on the part of the PCI.
Such requested action is contained in paragraph 6.

expressed concern over the possibility of the Soviets smug-
g ing into Mexico a disassembled nuclear device and subsequentilr
smuglifF7 such a device into the United States.
3. On approximately 8 February 1957,
a letter to the DCI expressing this concern and asking t_h the
matter be referred to the appropriate Agency of government con-
cerned with this problem. Since the Office of Security sat as an
observer on the ICIS Subcommittee to discuss the possibility of
limiting the size of the diplomatic pouch in view of the concern
that a disassembled atomic weapon could be smuggled into the 1.S.
through this means, it was decided that the Office of Security
should furnish this information to the ICIS as a matter of in-
formation. This was done on in a letter to the
ICIS in which the identity was not
made known.
