Edgar Hoover,, Director, k Federal Bureau of Investigation Washington, D.C. Dear Mr. Hoover: I have deferred replying to your letter of February 1, 1957, in the above case until I had an opportunity to make a personal review of the record. Meanwhile, I understand that our liaison officers have been proceeding to clear up certain of the points raised in your letter. On the basis of my examination of the record, I do not believe that there are grounds for suggesting that withhold from the Bureau information on the various points cited in your memorandum of January 29, 1957. As was well known to the Bureau, a cleared contact of the Agency and quite naturally entered into a secrecy agreement with the Agency with respect to his work for us. It is quite possible that on the basis of this secrecy agreement alone, felt that he could not talk about matters specifically covered his work for us. When we entered into our initial relations we had no indication of any Bureau interest in him- I suggest that in cases of this kind where the same person has domestic interest to you and foreign intelligence interest to us, step: be taken through lisison to provide the closest possible coordination of our mutual efforts in our respective fields. I can assure you that I will cooperate to his end. A full report has gone forward to the Bureau via liaison. I feel that it is also important that in such special cases there should be close coordination with respect to passing information to third parties. The sensitive information furnished to this Agency by in the initiation of highly delicate oper- ations in the ovie non. For security reasons only a few persons in the Department of State were cognizant of the operation~When the Bureau disseminated the result of the FBI interview with to the State Department, the details of this sensitive operation became accessible to persons not previously knowledgeable of the case, I suggest that where situations develop in which the Bureau and this Agency have problems of this nature, it would be to our mutual advantage to reach agreement oh procedure before notifying a third agency. V here technical problems of the nature raised in your letter arise, I believe we can generally solve them through this liaison, leaving to us to deal with those mtters where agreement can not be reached by our liaison officers.
