SUBJECT: Report by ICIS Subcommittee on Foreign
Diplomatic and Official Personnel.
1. It is requested that the Director of Central Intelligence sign the
attached letter to Mr. J. Walter Yeagley, Chairman of the Interdepart-
mental Committee on Internal Security.
2. The letter refers to a report of the ICIS Subcommittee on ForeiLyn
Diplomatic and Official Personnel dated 14 October 1959 (as revised
14 January 1960). The Subcommittee report, which refers repeatedly to
the Burgess-McLean events, suggests measures to be taken before .c-
crediting representatives of foreign governments nominated to official
