I have been considering carefully just how this Agency could bust contribute to the work of the Committee. With this in axi nd, I should now like to designate principal representative, wi alternate. It did not meet as often as most of the others. It was different from most of the others also in that it has certain roots in legislation, particularly with respect to trade fairs. Also unlike most of the OCB committe we were re resented this one by DDI rather than DDP officers STAT This situation stemmed from the fact that OCR had access to certain files and reports which could be exploited to provide information on Soviet Bloc activity in the exhibits field. USIA. in fact has more direct connection with this type of file and report. They exploit the material for precisely the same purpose iee. that the OCR representatives did on request abolition of the OCB DDT. worked Accordingly, some time before the aout an agreement with USIA whereby the latter assumed responsibility for supporting the Exhibits Committee in this regard. Therefore, the primary reason for DDI representation no longer obtains. On the other hand, the overriding purpose of all U. S. exhibits is now agreed to by the projection of the U. S. image abroad, etc. This sort of thing is of course the primary responsibility of the CA Staff of the DDP and, therefore, ittee should come from t the representation on the re-constituted comm that staff. I don't think it is feasible or necessary to attempt to match the level of title for committee members that is cited by Mr. Murrotiv. Actually the previous committee had pretty high level people on is (e. g. it was chaired by Abbott Washburn) but this was primarily becausf' USIA wanted to guarantee that the psychological warfare aspect of thing. remained the primary consideration, against the efforts of Commerce and others to emphasize trade promotion.
