I concur in the need for strong centralized direction of the intelligence ef- fort of the United States through the National Security Council and the Direc- tor of Central Intelligence. The exercise of a more comprehensive and posi- tive coordinating responsibility by the Director of Central Intelligence can be of the utmost value to the entire intelligence community and strengthen the national intelligence effort. I have also concurred in the recommendation of the Director of Central Intelligence that he appoint a Deputy Director for Coordination, who will review all possibilities for increasing integration, reducting dupli- cation, and improving coordination within the intelligence community; and, after such review, will recommead, when necessary, action by the Director of Central Intelligence to coordinate all elements of the intelligence community. This work should be carried out in full consultation with appropriate repre- sentatives of all of our intelligence agencies. Tue Director of Central In- telligence has appointed General Lucian K. Truscott, Jr., Retired, for this duty.
