The Secretary of Defame proposes the organisation

permanent working staff to determine foreign counterintelli-
gence policies and playa. This committee, aeourding to the
proposal, is to comers itself chiefly with the policy
upsets of counterintelligence mod security, with particular
reference to 'oversees activities and operations and to
counterintelligence relations with internatione mei foreign
national counterintelligesee organisations.
