The enclosed letter from Miss Margaret
Feldman and its reply by Governor Adams has
been sent to this office for information.
However, I would appreciate your advice
as to whether you think a further reply is
desirable. If so, would you please have a
letter drafted, thanking Miss Feldman for her
interest and explaining briefly that the
National Security Medal is not given for this
type of endeavor.

Dear Miss Feldman:
Governor Sherman Adams has sent me your letter, and his reply,
concerning the possibility of awarding the National Security Medal
to Mr. Joseph C. Harsch for his articles in the Christian Science
Monitor in support of President Eisenhower's remarks concerning
the national budget.
The National Security Medal was established by Executive
Order 10431 of 19 January 1953. Paragraph 1 of the "Regulations
Governing the Award of the National Security Medal" reads as follows:
1. The National Security Medal may be awarded to any person
without regard to nationality, including a ^ember of the
Armed Forces of the United States, who, on or after 26 July
1947, has made any:-outstanding contribution to the National
intelligence effort. This contribution ^ay consist of either
exceptionally meritorious service performed in a position of
high responsibility or of an act of valor requiring personal
courage of a high degree and complete disregard of personal
safety.
I am sure, therefore, you will agree with me that Mr. Harsch's
activities would not come within the purview of the Executive
Order, namely, "an outstanding contribution to the National
Intelligence effort."

brief further reply to Miss Feldman
somewhat along the lines he suggests
and perhaps a short paragraph (taken
from the Executive Order) on the purpose
of the Medal and something of the
circumstances surrounding its award.
