Net Capabilities Estimate
I had a further talk with Admiral Radford an this
as reported orally to you, an Saturday morning, May 29. I reviewed
our previous arguments and suggested a pragmatic approach, name
that we agree beforehand on an appropriate subcommittee of two
persons. If agreeable to the 3C8, I would name I _J as my
representative. This subcommittee could then proceed to obtain
appropriate contributions from other departments and agencies
concerned, as proposed in both of the projects prepared for sub-
anion to the NSC. The report of this subcommittee could then
be considered by Admiral Radford and the DCI and submitted to
the NSC with any comments we Haight have.
Radford did not n e any specific comments on
this suggestion but indicated he had discussed the matter fully with
Secretary Wilson and that Secretary Wilson was q quite agreeable
that the JCS should be substituted in the Defense ACS proposal for
the Secretary of Defence. I did not comment upon this except to
point out that I felt I had certain statutory duties subject to the
NSC and that without the specific direction of the NSC I did not
feel that I could consent to abandoning these duties.
Admiral Radford felt that the whole matter should now be
red in a meeting which he wanted to have with the full JCS.
