Dulles Director Central Intelligence Agency Washington 25, D. C. Dear Mr. Dulles: Thank you for your letter dated July 31, 1957 relative to testing the vulnerability of U. S. communications overseas in the next Operation Alert Exercise. While there has been extensive planning in this area and plans are in existence which are designed to supply the needs of defense agencies in an emergency, to my knowledge, no testing of these plans has been done. You will recall that in previous Operations Alert we have had no participation in foreign areas and the Exercises were confined to activities within our own shores. It is not clear to me from your letter whether the testing you suggest will embrace communication terminals in foreign areas as well as those in our own country. If both would be involved I believe that this matter should receive attention when the scope of our next Operation Alert is under con- sideration. In any event, I agree that it will be aesirabl.e to test our ability to maintain overseas communication in the event of an attack and I am interested in learning how you propose to make the tests in CIA.
