Enclosed is a proposed reply to P W. Goraon =ray's LettFer dated 2 June x957 for your approval and sigsiat;ure. 2. Mr. Gaither has now actively alcen over the or?anization cL the study group on the relative aa.Lue of active atnd pass.~ve measures n=or the protection of the civil population (NSC ..ction JJ 91-o(2) ), which he briefly discussed with you, I r. Amory kind me on i. r?Iay 1957. Since then, there nave been a number or discussions on the scope or the study with the Science Advisory Oonmiiz tee, soz e of which I have HLtended. in general, the group is init:.aily assuming; a very broad scope with the view toward selecting for detailed study ce=?Ua.in key problems within this scope. on 24 June, Mr. Gaither indicated to me that he would you on what specific key problems like to have further discussions with. you thought required major attention. 14e It is planned to spread the group into three. main sections; one on active defense, headed by Dr. Wiesner, Nl1T; one on passive defense, headed by Mr. Webster; and the third o1 political, social and economic problems, which will probably be headed by W. James r`. Brownlee. There will also be a rather high level advisory group which vI l include such people as Mr. Lovett. Mr. Webster has asked for the part-time loan of one individual from O/SI. 5. It is anticipated that the briefings will. be of the usual type outlining the nature of the Soviet threat and intentions. More detailed intelligence information may be required on specific problems as the study progresses. This office will be glad. to arrari e the procurement of the necessary material, but it is probable that representatives of ONE, ORR, and perhaps otl-.er offices may be needed to rssist, in this. 25X1 =!:,ssant Director 1 ' 2i.ific Into l.i.genc:e Enclosure : Props sed Letter cc: ;9l)CI DD/I /NE 14D/RR Approved For Release 2003/06/12 : CIA-RDP80B01676R001100090063-4
