The Office of Defense Mobilization, at the request of the
White House and in accordance with its assigned responsibilities, is
coordinating the development of public information plans which will
insure the Government's readiness in this field in the event of attack
on the United States, These plans are intended to serve the interests
of all Federal agencies, particularly those which in a national emer-
gency would require a major program of communications with the public.
Preliminary planning already has been accomplished by an
informal emergency information coordinating group, in Operation Alert
1955 and 1956. It now appears this informal group has served its
purpose in defining the information problems of the immediate post-
attack phase.
I now propose to establish a public information committee,
working under the direction of the Press Secretary to the President,
to carry preparedness planning forward. Composed of designees from the
Departments of State, Defense and Justice, the Federal Civil Defense
Administration, United States Information Agency, the Central Intelli-
gence Agency and the Operations Coordinating Board, the Committees, In
addition, will prepare public information guidelines and operational
procedures for Operation Alert 1957 and will serve as the Interagency
Public Information Coordinating Group during the Alert period.
I would appreciate it if you would appoint a senior staff
member and an alternate to serve on the Committee.
I have designated Mr. Lee W. Schooler, ODM Information Officer,
as chairman of the Committee, He plans to call the first meeting of the
Committee shortly after the first of February. He can be reached in
Room 7, Executive Office Building, 17th and Pennsylvania Avenue, N. W.,
and by telephone on Code 146, Extensions 2201 and 2202.
