A study of the letter from the anonymous writer indicates
it may well have been written br an ill-i nfon le-! echanic; but,
nevertheless, some aspects of the statistics L_nd the devices
;ntioned may have a practical hasis? The ioea underlying the
described weapons, nar.ely, "Space Sxplo ions" or ??Cloud : plo-
sion.s", is one which has received considerable attention from a
number of overnrwnts.
It is suggested that your Service f`orwart: oA is material to
the grief, Chemical Corps, Department of the gray, as the main
interest in this fielc lies within the competence of that branch
of the lepartment of the Army.

appreciated.

Under date of December 22, 1950, an anonymous letter, written
in German, was addressed to the President from. Stuttgart, Germany,
in which the writer stated that he had sent a package containing a
secret device for causing explosions.
Although it appeared from the above-mentioned communication
that the device was an invention, Customs officials were alerted
and, on January 26, 1951, the package in question was located in
Washington, D. C., addressed to the President, and bearina_ a re-
turn address of
Usual precautionary measures were used by this Service in opening
the suspected package and it was found to contain parts of a de-
vice, probably a model, such as described by the anonymous letter
writer. In addition, in a secret compartment of the shipping box,
there was a lengthy handwritten document in the German language in-
tended as an explanation of the workings of the device.
It appears likely that the device is a product of a mental
case but, on the chance that it is not, the matter was recently
discussed with of your Agency, by a special
agent of this Service, and suggested this reference.
There are transmitted herewith for your information four (4)
photographs of the above-described package as taken prior to open-
ing and subsequent thereto, as well as a translation of the docu-
ment described above as enclosed in the secret compartment of the
package.
