THE JOINT CHIEFS OF STAFF

My dear Mr. Dulles:
This informal note concerns the preparation of esti-
mates for the North American Defense Command.
Having received your 29 May memorandum, the Deputy
Secretary of Defense, on 25 June, wrote a letter to the
Canadian Minister of Defence and advised him therein that
the U. S. Joint Chiefs of Staff had been asked to communi-
cate with the Canadian Chiefs of Staff on the subject. The
Joint Chiefs of Staff have been formally requested by the
Secretary of Defense to undertake the appropriate communi-
cations with their Canadian counterparts and to inform him
of the arrangements arrived at. We are now in the process
of staffing the problem for consideration by the Joint
Chiefs of Staff. Our sequence of actions is tentatively
this:
a. Obtain JCS-DCI agreement on the procedures
to be followed.
b. On reaching internal U. S. agreement as to
procedures, advise the Canadian Chiefs of Staff of
the foregoing, to the extent necessary:
(1) To satisfy them that their request has
been met, and
(2) To reinstitute U.S.-Canadian collaboration
in producing estimates in support of combined
military planning.
c. Launch the detailed negotiations on terms of
reference for the NORAD estimate (an initial proposal
on this score has already been sent to the Chairman,
Joint Chiefs of Staff, b the Chairman of the
Canadian Chiefs of Staffy).

It appeared to me that a desirable prelude to step a
above would be to seek an informal and tentative agreement
on procedures prior to preparing a formal communication
to you for consideration by the Joint Chiefs of Staff.
There are both similarities and dissimilarities
between the U.S.-Canadian requirements and the Standing
Group requirements. It seemed appropriate to use the
draft Standing Group procedures as a base, with modifi-
cations as necessary to accord with those aspects of the
problem which are unique to U.S.-Canada needs. A draft
based on these considerations is attached. Your comments
would be appreciated.

PROCEDURES FOR U. S. PARTICIPATION IN PRODUCTION OF
AGREED CANADIAN-AMERICAN INTELLIGENCE (ACAI)
The following principles and procedures shall govern in
relationships between the Joint Chiefs of Staff and the Intelligence
Advisory Committee* (IAC) in the course of U. S. participation in
production of combined Canada-U.S. intelligence estimates in support
of combined military planning:
1. The Joint Chiefs of Staff, in consultation with the Canadian
Chiefs of Staff Committee, shall be responsible for prescribing the
scope, format and outline of estimates and for establishing appro-
priate deadlines for their completion.
2. The first drafts of U. S. Position Papers will be prepared
by the Joint Staff and shall be reviewed and modified as appro-
priate by a working group including representatives of the Director
of Central Intelligence, of the Department of State, of the Joint
Chiefs of Staff, and of the military departments. Applicable
National Intelligence Estimates, supplemented by contributions from
interested agencies represented on the Intelligence Advisory
Committee, shall form the basis for these drafts. The drafts will
then be coordinated with U. S. intelligence agencies in the manner
employed for National Intelligence Estimates.
3. Coordinated drafts shall be acted upon by the Intelligence
Advisory Committee. Estimates as accepted by the IAC shall be
reviewed by the Joint Chiefs of Staff; as approved by them, each
shall become the U. S. Position Paper for the guidance of the U. S.
Representative on such body as is designated to prepare a combined
estimate in support of Canada-U.S. military planning. Any disagree-
ment by the Joint Chiefs of Staff with substantive content of a
draft estimate approved by the IAC for this purpose shall be resolved
by direct discussion between the Director of Central Intelligence,
as Chairman of the IAC, and the Joint Chiefs of Staff.
4. The U. S. Representative shall be the Deputy Director for
Intelligence, The Joint Staff, Joint Chiefs of Staff. This officer,
also a member of the IAC, shall be considered as acting for both
the Joint Chiefs of Staff and the IAC. In this capacity, he shall
represent the United States in coordinating detailed arrangements
for production of estimates, as well as in presenting the U. S.
position, and will be the point of contact for the IAC in the
organization of the Joint Chiefs of Staff. He shall be assisted
by appropriate representatives of the intelligence agencies concerned.
5. Each draft estimate, when completed, shall be transmitted
to the Intelligence Advisory Committee. Comments and recommendations
of the Intelligence Advisory Committee will then beYforwarded to the
Joint Chiefs of Staff. The Joint Chiefs of Staff, after consideration
of the comments and recommendations of the IAC, shall take the
appropriate further action.
The S. Intelligence Board will be substituted herein when
it replaces the IAC.
