1. Thank you for the invitation s*kndsd in your memorandum of
16 March 1956. subject as above. 1 fully agree with you as to the
importance of establishing an interagency working grew to deal with
the problem of estimating transportation capabilities, particularly for
land transportation,. The Chairman of the LCOIROOAC Inislilgence
Committee informs me that this problem has long been under consider-
ation by the ETC and that a step of the nature you propose was
recommended by the EIC Bobtail/trainee as Transportation In their last
annual report. As you loom intelligence en inland transportation is
identified in =ID 15/1 se int area of common or overlapping inter-
agency interest.
2. As you suggested, this invitation scum ed with the
Chief, Technical Branch. ACSI, and I undmtsnd that an important
function of this interagency group would be to undertak. 'rejects
submitted by the E1C Subcommittee on Trans tics as well as other
studies for individual participating agencies. 1 further understand that
the Army would provide administrative support and facilities and that
the Chairman would be provided by AC SI and would also report to the E/C
tabconunittee on Transportation. The Subcommittee would review projects
prepared by the group as subjects of interagency interest. and upon which
It would be desirable to have interagency agreed istelligeace.
3. If we are agreed in this general concept. CIA will he very glad ILLEGIB
to participate in the activities of such an interagency peep and will
plan to furnish the equivalent of one analyst's full time.

MEMORANDUM FOR: DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Invitation to Participate in Transportation Estimates Group (U)
1. I am sure you are familiar with past difficulties within the
intelligence community in producing acceptable transportation capability
estimates.
2. The ad hoc group under the Economic Intelligence Committee
(EIC) has recently completed the rail portion of a study required by
Weapons Systems Evaluation Group (WSEG), and, in my opinion, has
produced the first reliable and usable estimate in this field. The
great disadvantage of such a group, however, is the length of time
required to produce results.
3. Land transportation is the most significant part of the
problem bemuse it is a key factor in land campaigns and requires the
greatest amount of collation and analysis of material to obtain reliable
answers. Since the Army has primary responsibility for producing
intelligence on land transportation, I feel that the Army should carry
the load in produoing these estimates. I believe also that such
estimates can be produced more expeditiously than by an ad hoc group
under the EIC.
4. Accordingly, I have established a Transportation Capabilities
Estimates Group -within my office. The chief is 4. William Farrell
mho demonstrated his outstanding ability as chairman of the EIC ad hoc
group. It also includes personnel from the Transportation Corps and
the Corps of Engineers. Participation is being invited from other
Intelligence Advisory Committee agencies as appropriate and desired.
5. I am sure that your agency will desire to participate,
particularly when an estimate involves economic aspects of the
