This memorandum is for information only. 2. JAEIC has submitted-as Annex D to DCID 1/3 , Priority Atomic Energy Intelligence objectives in general conformity with those submitted by EIC, SEC, and GMIC. This is the first time such a separate statement of objectives has been prepared in the atomic energy field, and it is believed such a statement will assist JAEIC's planning activities considerably. 3. The. Air Force member of JAEIC objected to the inclusion of the first three First Priority Objectives now in the present draft which deal with deployment of nuclear weapons, nuclear stockpile operations, and nuclear weapons storage site locations and characteristics, on the basis this subject was beyond the immediate purview of JAEIC. It was the belief of the other members that this is an important subject that is "falling between stools" from an interagency standpoint, and a vital part of any overall statement of atomic energy intelligence objectives. The inclusion of this subject in the JAEIC charter is a separate matter which is being considered currently by the Committee in connection with a review of its charter. Its inclusion is being urged by all Committee members except the Air Force. It is not known if General Walsh will raise this question in the IAC. If it comes up, we strongly recommend Soviet nuclear weapons stockpile activities be included in subject priority objectives in the interest of providing a more complete or "overall'' statement in this field.
