Subj: Internal Security of the countries represented on
the Inter-American Defense Board
1. For several years, the Inter-American Defense Board
has proposed an exchange of information' among the American
States on the subject of espionage, sabotage, subversion and
other similar activities. The latest proposal was made on
15 January 1959.
2. In view of increased communist activity in the Latin
American States it would appear to be in the interest of
the United States to cooperate with those countries through
the Regional Defense organization in improving the internal
security posture of those states.
3. When a similar problem arose in Europe a few years ago,
a Special Committee was created under the North Atlantic
Council which meets every six months to consider the threat
to the individual countries in the treaty area from communist
espionage, sabotage and subversion. Under the very able
leadership of the Federal Bureau of Investigation which rep-
resents the United States on this committee, the group has
developed a considerable body of valuable documentation
which is exchanged between all participating members. Be-
cause of the similarity of the problem with respect to Latin
America, it would appear to be appropriate for such a com-
mittee to be created under the Inter-American Defense Board
and for the Federal Bureau of Investigation to be invited to
represent the United States on the Committee.
