Dear Arleigh: I appreciate your note of 8 January 1959, enclosing a staff study by the Navy, together with ONI comments thereon, dealing particularly with the exploitation of inherent differences between the USSR and the Peoples Republic of China. This is a very interesting theme and one to which we have given considerable attention. It may become counter productive once the Communists realize that the U.S. (West) is, employing this tactic. Should this occur it may be necessary to shift the emphasis from the Communist leaders to the peoples of the two countries.
