Admiral Arleigh Burke
Chief of Naval operations
Department of Defense
Washington 25, D. C.
Dear Arleigh:
I appreciate your note of 8 January 1959, enclosing a staff
study by the Navy, together with ONI comments thereon, dealing
particularly with the exploitation of inherent differences between the
USSR and the Peoples Republic of China.
This is a very interesting theme and one to which we have
given considerable attention. I am asking the competent people over
here, on a highly classified basis, to give this paper thorough study,
and I shall be in touch with you later when I have the results of their
work.
I sincerely appreciate your letting us have a chance to study
this paper.
Faithfully yours,
Allen W. Dulles

Dear Allen:
CHIEF OF NAVAL OPERATIONS
Enclosed is a staff study by the Navy,
I am sure you are already working on many of the
ideas in this paper but, perhaps, there might be
something in here that will be useful to you.
This is a rough draft paper only and you
will note that I enclose a statement by ONI which
doesn't quite support the optimistic view contained
in the paper of the results to be expected,
Warm Regards.
Sincerely,
PERSONAL - JDP3ECRET

subject OM Comments on Cotd War Operation Plan
i. ,.., following comments are submitted:
b. Rvttbiation of the CONCZP'T Or Op" RRATIO .
The general course of action is..Caaeidored to be sound. Dowever.
Communist political, leaders are themselves masters of the sophisticated
approach in "divide and conquer" operations. Tberefore, this Portion
of the plan initially at least - should not be expected to produce
substantial results. It may become counter productive once the Communists
realize that the U.S. (West) is, employing this tactic. Should this occur
it may be necessary to shift the emphasis from the Communist leaders
to the peoples of the two countries.
It is believed that sufficient genuine ev tts and statements exist
as to make wo ce ssary the use of fictitious items. tUisation of
genuine events would avoid the danger of having any portion of the overall
eventuality of such a break.

a. intelligence:
The intelligenc? pertinent to this paper is contained in
paragraph t ($ITUAT ) and paragraph 3 (DISCUS N). The basic
intelligence pertaining to the instate of the USSR - PAC MMUsnee
is considered to be accurate. Homwo oo O141 dees rot believe a split
between the. USSR and the PAC is as"'Uhwtnent as indicated. Recent
events 11 connected with tho PAC communes indicate that the Soviet
Union wields considerable lafteeoce in the PRC. bereforo, the
major point of diffstruce between ONI and the views presented is this
paper has to do with the immi Mtn of a rues break rath e r than the
