For some time I have been looking for a senior naval officer to fill a
vacancy created by the retirement of

Board of National Estimates of this Agency. I lias the
highest of qualifications for this position and has advised me that he is pre-
pared to accept it if he can be recalled to active duty.

As you doubtless know, the Board of National Estimates p1ays1.40 key
role in planning and producing National Intelligence Estimates; it is also my
senior advisory staff in a broad range of substantitve Intelligence questions
both military and nonmilitary. For more than ten years the Board has been
served by distinguished men from a variety of professions and experiences .
I have always tried to have on the Board one senior member from each of the
three Military Services, not to represent the official views of his Service,
which I get in other ways, but simply to bring sound military judgment to bear
on all of our Intelligence problems. The value of the National Estimates
depends greatly upon the breadth of experience and maturity of judgment of
