to Mr. Dulles concerning the amphibious demonstrations at Camp
Pendleton, Virginia, on 3 August.
Mr. Dulles has talked to me art this and unfortunately,

Dear Mr. Dulles:
On Thursday, 3 August 1961, 750 Naval Reserve Officer Training
Corps (NROTC) midshipmen will culminate three weeks of amphibious
warfare training by an assault landing at Camp Pendleton, Virginia.
The midshipmen, as well as regular Navy and Marine Corps units, v;ill
demonstrate the seaborne striking capability of the U. S. Navy. The
750 NROTC second class midshipmen attend 35 colleges locates` in the
eastern states. Enclosed is a list of-these colleges.
The landing will be held at 9:30 a. m. (EST) on 3 August at. Camp
Pendleton, located 2 miles south of Virginia Beach, Virginia. In behalf
of the Commander in Chief U. S. Atlantic Fleet and the Commander
Amphibious Force, U. S. Atlantic Fleet, it is my privilege to invite you
and General Cabell to observe this demonstration of the seaborne striking
capability of the U. S. Navy and Marine Corps.
Today there is a marked need for maximum mobility in both our con-
ventional and retaliatory forces. . The President said in his State of
the Union message, "I have, therefore, instructed the Secretary of
Defense to reappraise our entire defense strategy.... and the adequacy,

modernization and mobility of our present conventional and nuclear
forces and weapons systems in the light of present and future dangers. "
Sea power is a mobile means of projecting our national power. _ This can
be done from any place on the seven seas onto those lane, areas where
circumstances dictate. Virtually no place on earth is safe from attack by
sea. Furthermore, seaborne striking forces have the decisive advantage
of constant motion. Simply stated, moving targets are more difficult to
locate and destroy than fixed objectives.
Sea power gives to the Nation an instrument whose capabilities run the
entire gamut of military requirements. This includes the ability to
engage in all-out nuclear war, conventional war, limited war, or a mere
"show of the flag. " An amphibious assault is one of the many functions
that sew power performs so effectively. In the unsettled condition of the
world, the ability to surround a trouble spot by assault on land from the
seas is indispensable to our future security. The very fact that we
possess such a capability gives a potential aggressor pause for thought.
The Navy and Marine Corps are jointly charged with the responsibility
for the development and maintenance of an effective amphibious warfare
capability in the Defense Establishment. The Navy-Marine Corps team
is unique in history because of its mobility and versatility which permit
it to make a contribution to virtually every aspect of tear, land, sea and
air. This is particularly true now and will continue to be so for the fore-
seeable future. By long traditional and operational association these two
services provide a force which is unprecedented in the history of warfare
to be used in the interests of security. This means being able to put
ashore a combat-ready Marine under those circumstances most favorable
for the accomplishment of his mission. For these reasons, the training
of future officers of the Navy and Marine Corps in this field is of para-
mount importance to the security of the Nation.

Following the exercise, I would be honored to have you both as my guests
at a luncheon which will be held at the Officers' Club at the Naval Am-
phibious Base, Little Creek. You will also have an opportunity to observe
the training facilities and ships at the Base.
Furtiaer, I would be pleased to invite additional members of your Staff,
such as Chiefs of Area Divisions and other representative Agency officials,
who have had or may in the future be in communication with Commander
in Chief U. S. Atlantic Fleet on matters of mutual interest. Invitations
will he forwarded to your selections immediately upon receipt of your re-
ply-
I believe you will find these demonstrations of amphibious techniques botH
timely, interesting and educational. I hope you and others from the
Central Intelligence Agency will be able to attend.
