SUBJECT: Covert Actions
I have only one suggestion for change in your memorandum of
16 October regarding approval of covert actions. I would recommend
that the phrase in the last .sentence ".. and in any event when the
request comes from an outside agency, .. " be omitted. A good many
of the reque ste that we receive from State and elsewhere are of such
a routine nature or fit so closely into approved programs, that I feel
our own review procedures in the DDP are sufficient to handle them
and that the extra demand on your time in reviewing these would not
be justified.
