I have thumbed through the NSCIDs and the DCIDs but have not come across a clear-cut, unequivocal statement of policy as to who has the responsibility within the U. S. Government for de- classifying classified information -- that is, insofar as I am concerned, determining that information which previously had been classified could now be unclassified and turned out for public con- sumption through press media. 2. Please have the staff prepare me an initial memorandum indicating the present status on this problem and, if it appears to be a problem, have them start to work at once to develop an appropriate Government policy.
