Annexed is the notice, which you amended and approved, establish-
ing a Task Force to review personnel strengths. The members of the
Task Force have met and are in process of selecting a staff. It is
thought that it will be possible to select two or
even three teams of appropriately qualified and comparatively senior
officers who can work simultaneously on a review of representative
components in the three major areas. As soon as the final selection
is made, the Task Force would like to meet briefly with you and get
your final approval on their proposed approach to the problem. In
the meantime, forma]. issuance of the annexed memorandum is a pre-
requisite to further progress.
