Herewith the memorandum on manpower which Gen. Carter approved
last week. It should be signed and distributed as quickly as possible
if the Task Force is to have any chance of completing its review by
the end of the summer. The Task Force is going to work with con-
siderable diligence and Dan, in fact, thinks it possible that we can
have ful report by at least the first of September. Both he and
I I are postponing their vacations and I hope that it will be
possible to get them started on their way with an official blessing
as soon as possible.
