MEMORANDUM FOR MR. U. ALEXIS JOHNSON, CHAIRMAN
SPECIAL GROUP (COUNT ERINSURG.ENCY)
SUBJECT: Review of Counterinsurgency Programs, Venezuela
1. The current intensification of Communist pressures in
Venezuela, coupled with the President's assurances to Sr.
Betancourt of our determination to support this government,
suggest that it may be desirable to review the counterinsurgency
effort which we are pursuing on behalf of that country.
2. What I have in mind is less a progress report on existing
programs than an over--all appraisal, by each Special Group
Member, of the Venezuela situation as seen from the viewpoint
of his agency, Finally, I suggest that each appraisal should con-
clude with recommendations for change where, in the view of the
member, change is indicated in the magnitude of intensity of any
of our programs.
