MEMORANDUM FOR THE DIRECTOR
1. On 6 December 1962 you made a straightforward "no
angles" proposal to Mr. McNamara that certain desirable
reorganisation changes be effected at NPIC to closer integrate,
the military effort with that of the Agency. You are aware that
NPIC is a national effort for which CIA is the executive agent.
2. On 24 December you received a "Dear John" letter from
Mr. Gilpstric (attached) which indicates clearly to me that DOD
doss not intend to seek your advice or assistance or guidance
prior to determining its own unilateral course of action in regard
to photo interpretation and NPIC activities in general. This LY
part of the pattern with which you are familiar, and which cut
directly across your responsibilities to the President as the
Director of Central Intelligence. = ,
3. The staff has a copy of the Gilpatric letter for which' ho
immediate reply generated by the staff seems appropriate. 14w-
over, you may well wish to discuss this at your luncheon todaf-
with McNamara and Gilpatric.
