Last year, signs of an awakened Soviet interest in possibility
of large-scale, nonnuclear war limited to central Europe appeared
in an open Soviet Defense Ministry book entitled "Military Strategy. "
At the most, what can be stated at this time is that the question
of possible nonnuclear war in Europe--conspicuously absent from
classified and open Soviet military discourse in 1960=61--has in
1962 been put up by a group of Soviet military officers as one in
