Officials - October 23-November 1, 1962"
The recent crisis accentuates the Soviet practice of diplomacy
by extreme centralization of decision-making. This was
particularly evident by the fact that Soviet diplomats at the
UN had to improvise their own public and private responses
to the quarantine for at least the first three days. (ER 62-8180)

Khrushchev and other leading Soviets conferred in quick
succession with Party leaders of Czechoslovakia, East
Germany, Bulgaria, and Poland--all obviously concerned
with a review of the Soviet posture in the Cuban crisis.

Parties"
Current Soviet activities against the common market have
placed major emphasis on the role of Western European
Communist parties. There is growing concern in the
Soviet Union. (ER 62-8181)

e. "Limited Chinese Communist Presence in Cuba"
The number of Chinese Communists in Cuba is relatively
small in comparison to the Soviets. While there have been
numerous reports of large numbers of Chinese technicians
