Congressional travel:
a. Senator Russell will be travelling in Europe and the Near East
November 4 to 25.
b. A batch of nearly 25 Senators and Representatives and their
wives will be in Paris from November 9 on in regard to a
NATO visit.
c. Senators Smathers and McCarthy are commencing a trip in
Western Europe beginning November 11.
d. Senator Hickenlooper will visit the Near East and Far East
from 11 November until mid-December.
e. Members of the House Banking and Currency Committee will
also visit the Near East and Far East, from mid-November to
mid-December.
f. Other groups of Congressmen are visiting Europe, all geared
to start after the elections.

2. Hilsman Reports:
a. "South Africa, South West Africa, and the Problem of Economic
Sanctions"
There is a growing movement for UN-sponsored economic sanc-
tions against South Africa, the impact of which is open to some
question because of the self-sufficiency of the South African
economy. (Er 62-8079)
b. "Cuba and Czechoslovakia Seek Additional Aircraft and Spare
Parts"
The most valuable and legally secure air link which Moscow
has with Cuba consists of Czech Airlines and Air Cubana flights
between Prague and Havana. (ER 62-8082)

c. "Tenth Plenum of Eighth CCP Central Committee"
The Chicon Party's Cent ral Committee plenum appears to have
been primarily devoted to a resolute defiance of Soviet pressures
intended to change Peiping's policies. (ER 62-8080)
d. "East Germans Follow Czechs to Moscow"
A five-man East German group arrived in Moscow on October 31
probably to discuss the effects of the Cuban crisis upon short-
range Bloc policy and tactics. (ER 62-8081)
