(a) "Possible Burnham-Jagan Deal in British Guiana"
Rumors of a deal in which Japan would allow L. F. S. Burnham
to become President in return for B(bnham's promise not to obstruct
progress at the constitutional conference in London on 23 October.

(b) "Albanians Call for Split in International Communist
Movement"
An editorial in the Albanian Party organ called on communists
of the world to join the struggle against "revisionists" and "secessionists"
headed by Khrushchev. (ER 62-7594)
(c) "Nationalism in Portuguese Guinea"
Nationalists, although confining recent efforts to sporadic
sabotage, are preparing for more ambitious guerrilla warfare.
Although Portuguese Guinean nationalists have established their
headquarters in Senegal and Guinea, both countries have been difficult

(d) "Omissions in TASS Reportage of Gromyko's New York
Press Conference"
TASS accounts of Gromyko's press conferee ce omitted several
of his remarks about guarding the Berlin Wall, Soviet-US Talks,
Sino-Indian Broder Dispute, and the U-2. However, Soviet media
occasionally fail to report question and answer portions of public
appearances by Soviet spokesmen. (ER 62-7552)

(e) "Communist China Puts US Regulations on Cuban
Shipping to Test"
Apparently intended to challenge the new US regulations
on Cuban shipping, the Chicoms on the London ship charter market':
are demanding that new agreements carry a clause permitting their
chartered vessels to visit Cuba. (ER 62-7488)
(f) "Foreign Aid in Soviet International Policy"
Soviet foreign aid dividends have been primarily in the
form of ires'tige and influence for the USSR; they are still confident
that their aid will help in an evolutionary march to communism- -a faith
strengthened by the course of events in Cuba. Best performances have
been in fulfilling military aid agreements. Virtually every type of
conventional weapon has been delivered to the less-developed countires.

(g) "Short-Term Effects in Northern Rhodesia of a Possible
'Third Round' in Katanga"
It is extremely unlikely that a third round of fighting. in
Katanga will be precipitated by design in the near future. War by
inadvertence,however, is always a possibility in a tense and delicately
