1. The briefing crusade to CINCLANT will depart at 0930
Thursday, the 18th from MATS Terminal, National Airport. Trans -
portation will be provided by one of Admiral Dennison's aircraft.
The briefing team includes
from DD/I; and
has advised Admiral Dennison that you will not
know until the very last minute whether you can come.
2. ONE paper dated 11 October indicating that Sino-Soviet
relations are drifting progressively further apart.
3. One additional cease fire violation in Laos as of noon,
9 October. (ER 62-7387)
4. Hilsman Reports:
a. "Military and Economic Implications of Soviet-Cuban
Fishing Agreement", motivated to increase food supplies for both
countries but will also facilitate and expand Soviet naval intelligence
operations in the Caribbean-Gulf of Mexico area. (ER 62-7379)
b. "Japan's Reaction to a Chinese Communist Nuclear
Detonation"hints that the impact on Japan will be political rather
than military. Peiping may claim that Japan's only protection
against involvement in nuclear war is through elimination of US
military bases in Japan. (ER 62-7377)
c. "The Pending Polish Visit to East Germany". Gomulka's
visit this month is likely to produce resounding Polish endorsement
of the Soviet position on Berlin and Germany. (ER 62-7380)
d. "The Short-Term Outlook for Algeria". FLN chiefs
are still opposed to Ben Bella. Internal strife and political upheaval
will doubtless continue. (ER 62-7376)

e. "Southeast Asian Neutralist Reactions to a Chinese
Communist Nuclear Detonation'!. Chicom strategy is to impress but
not scare the Southeast Asian neutralist countries,and to appear
peaceful and defensive while making the US and its allies appear
their only threat. (ER 62-7420)
f. "USSR Suspends .P~,~rogram for Abolition of Income Tax"
While this is a surprise blo'consumers, the Soviets will justify the
suspension by indicating an increase in *ressive actions of imperialism.
(ER 62-7422) g. "Bloc Relations with Latin America" Coincident with
increase of Soviet aid to Cuba, there are indications of negotiation
for economic ties in Bolivia and Brazil. (ER 62-7423)
h. "The Crisis in Communist China and Peiping's Recovery
Prospects" Some experts are impressed with the doubling of the
capital plant during 1958-60, while others are impressed with the
Chicom agricultural difficulties which they regard as insoluble. A
third View,awhich Hilsman supports, argues that Peiping is likely
to secure sufficient agricultural recovery to renew significant
economic development. (ER 62-7421)
i. "Moscow Builds a Case Against a European Nuclear
Force" The USSR has used Western broadcasts and newspaper
articles to promote the idea that a separate European nuclear force
is in prospect which would be US supplied and dominated. (ER 62-7469)
