The briefing crusade to CINCLANT will depart at 0930 Thursday, the 18th from MATS Terminal, National Airport. Trans - portation will be provided by one of Admiral Dennison's aircraft. Hilsman Reports: a. "Military and Economic Implications of Soviet-Cuban Fishing Agreement", motivated to increase food supplies for both countries but will also facilitate and expand Soviet naval intelligence operations in the Caribbean-Gulf of Mexico area. (ER 62-7379) b. "Japan's Reaction to a Chinese Communist Nuclear Detonation"hints that the impact on Japan will be political rather than military. Peiping may claim that Japan's only protection against involvement in nuclear war is through elimination of US military bases in Japan. (ER 62-7377) c. "The Pending Polish Visit to East Germany". Gomulka's visit this month is likely to produce resounding Polish endorsement of the Soviet position on Berlin and Germany. (ER 62-7380) d. "The Short-Term Outlook for Algeria". FLN chiefs are still opposed to Ben Bella. Internal strife and political upheaval will doubtless continue. Chicom strategy is to impress but not scare the Southeast Asian neutralist countries,and to appear peaceful and defensive while making the US and its allies appear their only threat. (ER 62-7420) f.
