6. ONE Estimate on Berlin: Recent Soviet moves in Berlin
lead ONE to believe chances are even that Soviets, placing little
hope in further negotiations, lave decided to proceed unilaterally--
accomplishing piecemeal objectives of a peace treaty and, at some
point, signing one.
