1. Bill McAfee of State called Commander Duckett early in
August regarding TACKLE overflights over China. He was seeking to
get background information for Secretary Rusk who was having a meet-
ing with the President and the Director, and wanted some background
information for the Secretary. The questions generally were: the
number of overflights since the program began, what is the vulner
ility
of the U-2, comparative utility of the J-57 U-2 and the J-75, and hat
are the pros and cons o TACKLE. W uld you

2. Bud Wheelon has forwarded a memo on the anti-missile and
anti-satellite capability of the new Sov' t "HEN HOUSE" radar. Would
you be interested in seeing this? Yes No.
3. Jack Earman has prepared a comparison of Roger Hilsman's
Look Magazine article and the report to the PFIAB on the Cuban arms
build-up. Jack believes it is evident that Hilsman used documentary
sources, either the report itself o the documents upon which it was
based. Do you wish to read? Yes No.
4. Des Fitzgerald has forwarded a report on the status of the
FBI investigations of the plans of Cuban Exiles to assassinate Cuban
Government leaders. You will recall that this matter was discussed in
the 303 Committee in late July. They have interviewed everyone con-
cerned, and all deny any knowledge of the plot.
5. Bill Colby has forwarded a review of the operations under-
taken under Oplan 34A during July. The report notes that continuous
recon and SIGINT missions were conducted; two successful maritime
operations which involve the capture of North Vietnamese crew members
and later freeing them; two successful maritime ops destroying buildings
and communications facilities on Hon e and Hon Ngu Islands; overflights
dumped 5 1/2 million leaflets and 8, 0 gift kits in North Vietnam.
